Pedraza was already inhabited towards the s. IV a. C. by Celtiberians. Subsequently, there was a certain occupation in Roman times, and there is even a theory that locates the origin of the Emperor Trajan in Pedraza.

But we have to take a leap into the Middle Ages to find more reliable data; in the eleventh century is the final episode of The Reconquista when the border between Castile and Al-Andalus was re-defined . That's when appear Communities and Universities of Land, through which the colonization took place and restocking of the land back. Communal councils, that were the federation of several municipalities within the framework of a certain geographical, historical and cultural context, conformed and took self-government, recruited troops, collected taxes and administered justice to its citizens by not having to answer to the King or the Lord more than as a last resort. Today the Community of the Village and Land of Pedraza covers 18 municipalities and serves as an administrative institution of the communal heritage.
